Referring to question in title, how do I get my default to go back to "loop" for all videos? I think the default changed when my computer was in the shop and I had to reinstall Media Shout when I got it back.
I'm using the latest build.

A picture definitely IS worth a lot of words! :-) However, this particular picture didn't solve my dilemma.
In the past, whenever I wanted to make a video and/or background NOT loop, I would go to the area you illustrated and change "loop" to "play one time."
My problem now is that my background videos for songs are inexplicably playing just one time and not looping-- unless I go into the settings and tell them to loop.
What I want to figure out is how to make "loop" the default for my backgrounds vids.
It used to always be set that way until I got my computer worked on and I re-installed Media Shout. I can only guess some setting must have gotten changed?

It sounds like you have not yet saved the Loop setting to your template. Just click the Template options button (button with "t") and Save to Template after you set the Play times to Loop.
